Operation Soteria was developed in response to growing national concern around the investigation of rape and serious sexual offences (RASSO) and the increasing epidemic that is violence against women and girls.

Launched in 2021, as Operation Soteria Bluestone, it’s aim was to increase the number of adult RASSO cases reaching charge and to deliver sustained improvement in the criminal justice whole system response.

Operation Soteria began as a national Home Office-funded research and change programme, hosted by the Mayor’s Office for Policing And Crime. There is now a dedicated Joint Soteria Unit driving the project forward, comprised of the National Police Chiefs’ Council, Home Office, and College of Policing.

I was engaged by The Open University to develop a set of two workbooks to support the continued professional development of officers in their approach to recording and reporting of rape and serious sexual assault offences.
